Introduction to UCIEE Certification in Brazil and Product Scope Covered by UC Certification Process

Brazil's UC certification, originally known as UCIEE (UniaoCertificadora) certification, is a safety certification in Brazil that includes both mandatory and voluntary certifications. Products applying for mandatory UC certification must have their manuals in Portuguese, while voluntary UC certification products can accept manuals in English, Spanish, and Portuguese.


Mandatory certification products:


Electronic medical devices;

Equipment used in hazardous areas;

Gas system equipment;

Wires and cables;

Plugs, sockets, switches, connectors, appliance couplers;

Low-voltage electrical appliances, thermal protectors, overcurrent protectors;

Ballasts;

Voltage stabilizers.

Voluntary product certification:


IT equipment;

Consumer electronics;

Lighting fixtures;

Household appliances.

Brazilian UCIEE certification mark:


Products that comply with Brazilian standards and other technical requirements must bear the mandatory INMETRO mark and the mark of an accredited cooperating certification body. The mark, along with the code of the issuing organization (OCP), is printed on the product nameplate or packaging to enter the Brazilian market.


Brazilian UC certification process:


Initial project communication and application confirmation;

Sample submission for testing;

Testing and issuance of test reports;

Factory inspection arrangement;

Assisting in submitting the test reports and factory inspection reports to the certification body;

Certificate issuance after successful document review.

The Brazilian National Institute of Metrology, Standardization and Industrial Quality (INMETRO) is responsible for national certification and accreditation work and national standardization in Brazil. It is a government organization.


UC (Unico Certificadora) is a Brazilian national certification. In Brazil, UCIEE is the key issuing institution for UC certification and serves as the product verification body under the jurisdiction of INMETRO.


Standards for Brazilian UCIEE certification:


Most of Brazil's national standards are based on IEC standards, but with significant differences in numbering and naming, and some standards include national variations. Brazilian national standards generally begin with NBR. For example, NBR 14136 refers to dimensional standards for plug products, and NBR 6147 is the safety standard for plugs and sockets.


Brazilian UC certification procedure:


The procedure for applying for mandatory Brazilian UC certification is as follows:


Application acceptance - Test notification issuance - Sample submission for testing - Rectification (if the test fails) - Successful testing - Issuance of test reports - Factory inspection arrangement - On-site audit - Issuance of on-site inspection report - Report evaluation - Certificate issuance - Annual supervision - Certificate maintenance.


For non-mandatory Brazilian UC certification, the application procedure differs slightly from mandatory UC certification because on-site inspections are not required. The procedure is simpler and allows for flexibility. For non-mandatory Brazilian UC certification, you can first conduct testing at an INMETRO-accredited laboratory and then submit the application. If all requirements are met, the certificate can be issued.
