How to transport oversized cargo in international logistics?

Compared to general cargo transportation, the transportation of oversized cargo involves characteristics such as excessive length, width, height, and weight, requiring the use of transportation tools such as tractors, full trailer trucks, gantries, cranes, and manual trolleys to be connected to the destination.



       

In addition to the general requirements, the consignor must submit a cargo declaration, specific requirements for handling, securing, and other relevant documents, and in special circumstances, obtain transportation permits from the relevant authorities. The freight forwarder/carrier should review the provided information by the consignor, understand the specific characteristics of the goods, select appropriate vehicles based on good transportation conditions and capabilities, and then proceed with the carrier's transportation procedures.


The carrier should assist the consignor in surveying the operating site and route, understanding the shape of the route and the passage capacity of bridges and culverts, and develop a transportation organization plan based on the shape, size, and weight of the oversized cargo. If other departments are involved, they can only proceed with the approval and agreement from the relevant authorities after declaration by the international freight forwarding agency. Technical plans and operating procedures for cargo handling, securing, etc., should be established and strictly implemented to ensure proper loading, securing, and safe unloading. The carrier is responsible for the loading and unloading operations, which should be carried out according to the consignor's requirements and the characteristics and procedures of the cargo. Within the shipper's responsibility, the carrier should arrive at the loading and unloading location within the agreed-upon time and supervise and unload the cargo.


For oversized cargo in excess of transportation limits, an oversize transportation vehicle permit should be applied to the road management authorities and the approved route should be followed. Transportation of oversized cargo within urban areas requires approval from the public security and municipal engineering departments. The transportation should follow the designated route and time, display prominent safety signs at the length, width, and height of the cargo, and attach flag signs during daylight hours. When driving, parking, or resting at night, warning lights should be set up to alert other vehicles. For specialized cargo, dedicated vehicles should be equipped to promptly eliminate obstacles. The transportation costs should be negotiated between the contracting parties. The consignor bears the expenses for road reconstruction, bridge reinforcement, debris clearance, escort services, loading, and unloading.
